Welcome to the CSAC Institute for Excellence in County Government. The Institute was established in 2008 to provide professional learning opportunities specifically designed for county supervisors, other county elected officials and senior executives in county service.

The Institute is a professional, practical continuing education experience designed to expand the capacity and capability of county officials to provide extraordinary services to their communities.

You will find an array of courses that address county governance, current hot topics, leadership practices and organizational management. Whether your interests are in better understanding county funding and financial management, county government structure and responsibilities, leadership and interpersonal relationship strategies, transportation and land use planning, organization effectiveness or a myriad of other critical topics and practices … there is likely a course of interest for you.

The CSAC Institute will be offering 19 courses in its Summer and Fall class schedule. Highlights include 14 new courses, and four courses that will be provided in conjuction with the CSAC Annual Conference in Monterey this November. Conference courses will be offered the day before, during, and the day after the conference. Also new are four courses that will be offered in Ventura and San Diego counties.

How do you approach labor to change contracts? Why do employee costs continue to rise, even when COLA’s are limited? This course examines the basics of labor negotiations and renegotiations, keys to concession bargaining, unfair practices, and employee benefits. Participants explore the Board role versus staff in negotiations, negotiating layoffs and furloughs, and strategies for negotiating contract changes and limiting contract costs. The class also examines the techniques for maintaining the ongoing relationships with employee organizations. [more]
