Welcome to the CSAC Institute for Excellence in County Government. The Institute was established in 2008 to provide professional learning opportunities specifically designed for county supervisors, other county elected officials and senior executives in county service.

The Institute is a professional, practical continuing education experience designed to expand the capacity and capability of county officials to provide extraordinary services to their communities.

You will find an array of courses that address county governance, current hot topics, leadership practices and organizational management. Whether your interests are in better understanding county funding and financial management, county government structure and responsibilities, leadership and interpersonal relationship strategies, transportation and land use planning, organization effectiveness or a myriad of other critical topics and practices … there is likely a course of interest for you.

Summer-Fall 2010 Course Schedule Available
CSAC Institute is offering 15 courses in its Summer and Fall Class Schedule. Highlights include a series of courses on leadership practices and hands-on classes on process improvement, county finances, legislative policy, land use and much more. Several courses are offered in conjunction with the CSAC Annual Meeting in November including the New Supervisors Institute and a special course on Thinking Strategically in Trying Times.

Institute Accredited for MCLE Credits
The California State Bar has approved the CSAC Institute as a provider of MCLE credit hours for attorneys for select courses. Upcoming courses with MCLE credit include:
306 - Retirement and OPEB: Keeping the County Afloat (2 hrs)
301 - Legislative Policy and the County Legislative Process (5 hrs)
152 - Shaping the Landscape: Land Use, Transportation and Stewardship (5 hrs)
110 - New Supervisors Institute (Supervisor-elects only; 3 hrs)

Institute Awards 12 Credentials in June

Bring CSAC Institute to Your County
Most Institute courses are offered in Sacramento or on location with CSAC coneferences. CSAC Counties can host courses too, and we'll bring the Institute to you! Host counties are responsible for the site, logistics and recruiting participants. CSAC Institute will arrange instructors, prepare all materials and manage registration. You've seen the news about counties restructuring pension plans ... learn more about the policy issues in this timely course. The class examines county retirement systems and other post employment benefits and the impacts on county finances. It covers both PERS and 1937 Act programs, how they originated, the benefits, and how they are funded. Reporting requirements and county liabilities are also discussed. It unveils the mysteries of understanding costs and projections and explores options and case examples to reduce county costs.

Counties are the vehicle for providing most social services in California. Counties are under intense pressure to continue providing these “safety net” services despite cuts in state and federal funds. Many argue that cuts to these programs now result in significantly higher costs to counties and the community later. This course examines social service program history and the current requirements, programs, and funding streams for these programs. Discussion focuses on the outcomes from the programs and how to measure progress. Case studies highlight innovations and alternatives for county programs. Participants explore how to achieve desired outcomes with severely limited resources.
